When installing a new version of the software, I get a message that says “The feature you are trying to use is on a network resource that in unavailable” and you are not able to access it. When you cancel out, you get a message saying an “older version could not be installed.”

This is a Windows Installer Engine issue. Run the Fix-It utility that Microsoft provides at this address:
