The reason you need to install these is two-fold.
RackAFX is written in Visual C++ 2008. The reason I am stuck with VS2008 is that VS2012 and beyond do not support Windows XP. It turns out that about 20% of my RackAFX users are still on WinXP, for whatever reason. If I use VS2012 - which I much prefer - then I can not make an executable that will run on WinXP. Eventually I will do this since Microsoft no longer supports XP and it will probably only be used in air traffic control towers in the future anyway.
I still use the Visual Studio Deployment package for deploying RackAFX. Most unfortunately, the VS2008 deployment package will not allow me to install those re-distributables for you (and of course the VS2012 deployment won't run on XP...). Since I can't install them transparently, you have to do the work. There is an upcoming release of RackAFX this summer which supports VS2013; I may change the deployment packaging then so perhaps this issue will go away on its own.
